The Leominster Community Action Team (LCAT)’s mission is to increase the health and wellness of the Leominster Community primarily by reducing youth substance use.
What is the LCAT?
LCAT was created by a dedicated and passionate team of community members who are committed to decreasing youth substance use and empowering youth with the tools and education they need to make positive choices and lead a healthy life.

Vision: The City of Leominster will be an inclusive, safe and supportive community where our youth can be substance free.
Mission: The Leominster Community Action Team will increase the health and wellness of the Leominster Community with a primary focus on the reducing youth substance use and misuse by implementing evidence-based strategies and best practices through a comprehensive community-based approach.
Our Work
Enforcement Activities
LCAT partners with the Leominster Police Department to implement compliance check programs, sticker shock campaigns, and education on social host liability.
Evidence-Based Prevention Curriculum
LCAT has trained facilitators in several evidence-based prevention curricula and works with schools and youth-serving organizations to implement training

The LCAT team is committed to continuous evaluation of community needs and data collection in order to implement the best policies and practices for prevention.
Social Media Campaigns
Social media is a powerful tool that we use to educate the community on substance use information and strategies for prevention.

- Catch My Breath: Free Vaping Curriculum – CATCH My Breath is a peer-reviewed, evidence-based youth vaping prevention program developed by The University of Texas Health Science Center at Houston (UTHealth) School of Public Health.
